Correct Answer: B

Detailed Solution

Project Arrow was a modernisation and quality-improvement initiative of the Government of India’s Department of Posts. It was launched in April 2008 and aimed to bring visible improvements in postal services in both urban and rural areas.

Project Arrow had two main dimensions—

Core Operations: Improving the quality, speed and reliability of major postal services such as Mail Delivery, Money Remittance, Postal Savings and counter services.

Look and Feel: Improving the external and internal appearance of Post Offices, signage, public halls and the working environment for employees and customers.

The Project also emphasised expanding IT-enabled services and secure connectivity, so that Post Offices could function not merely as postal service centres but as more effective delivery points for multiple citizen services.

It began as a pilot/proof-of-concept in 50 Post Offices. Subsequently, 450 Post Offices in Phase II and 500 Post Offices in Phase III were covered.

Project Arrow also received the Prime Minister’s Award for Excellence in Public Administration for 2008-09.
