Previous Year Question
Who among the following is empowered to establish the interstate council?
Parliament
President
Speaker of Lok Sabha
Prime Minister
Correct Answer: B
Detailed Solution
Article 263 of the Constitution of India provides for the establishment of an Inter-State Council. If it appears to the President that the public interest would be served by establishing such a Council, the President may establish the Inter-State Council by an order.
The President may also define the duties, organisation and procedure of the Council. Article 263 provides functions such as investigating and discussing subjects of common interest to the States and making recommendations for better coordination of policy and action.
An important fact is that, following the recommendation of the Sarkaria Commission, the Inter-State Council was established through a Presidential Order dated 28 May 1990.
