Detailed Solution

According to Article 54 of the Constitution, the President is elected by an Electoral College consisting of the elected members of both Houses of Parliament and the elected members of the Legislative Assemblies of the States. Elected members of the Legislative Assemblies of Delhi and Puducherry are also included.

Members of the State Legislative Councils are not included in this Electoral College. Similarly, nominated members of Parliament do not vote in the Presidential election because Article 54 includes only elected members.
