Correct Answer: D
Detailed Solution
The Digital India Land Records Modernisation Programme (DILRMP) is implemented by the Department of Land Resources under the Ministry of Rural Development. Its objective is to establish a modern, transparent and integrated land-record management system across the country.
Statement 1 is correct. DILRMP has been implemented as a Central Sector Scheme since 1 April 2016. Consequently, the Central Government provides 100% financial assistance for its implementation.
The programme was previously known as the National Land Records Modernisation Programme and was subsequently renamed DILRMP.
Statement 2 is correct. The principal components of DILRMP include:
computerisation of Records of Rights;
digitisation of old land records;
digitisation of cadastral maps;
integration of textual land records with maps;
computerisation of registration;
integration of registration and land-record systems;
survey and re-survey; and
creation of Unique Land Parcel Identification Numbers.
A cadastral map represents the boundaries, parcel numbers and spatial details of individual land parcels.
Statement 3 is correct. Records of Rights in the States and Union Territories are generally maintained in local languages. This can create linguistic barriers for citizens, banks, courts and investors from other linguistic regions.
To address this problem, the Department of Land Resources, with technical support from C-DAC, Pune, has undertaken an initiative to transliterate Records of Rights from the local language into any of the 22 languages included in the Eighth Schedule of the Constitution.
Here, transliteration means representing words written in one script through another script; it is not the same as translation. This helps preserve the original land-record entry while making it readable in another recognised script.
