Which of the following Articles defines a “Money Bill”?
Correct Answer: A
Detailed Solution
Article 110 of the Constitution of India defines a Money Bill. The official text of the Constitution itself gives Article 110 the heading “Definition of Money Bills.”
Under Article 110(1), a Bill is regarded as a Money Bill only if it contains provisions dealing only with the matters specified in that Article. These principally include—
the imposition, abolition, remission, alteration or regulation of a tax;
regulation of borrowing by the Government of India;
custody of the Consolidated Fund or Contingency Fund of India and payments into or withdrawals from them;
appropriation of money from the Consolidated Fund of India;
expenditure charged on the Consolidated Fund;
receipt, custody or audit of public money;
and matters incidental to these subjects.
Under Article 110(3), if any question arises as to whether a Bill is a Money Bill, the decision of the Speaker of the Lok Sabha is final. Every Money Bill also carries the Speaker's certificate that it is a Money Bill.
It is important to distinguish the related Articles. Article 109 deals with the special procedure for Money Bills; Article 110 defines a Money Bill; Article 111 concerns the President's assent to Bills; and Article 112 deals with the Annual Financial Statement or Budget.
