Detailed Solution

Statement 1 is correct. The Prime Minister launched the Skill India Campaign on 15 July 2015, on the first World Youth Skills Day. On the same occasion, the National Skill Development Mission was formally launched and the National Policy for Skill Development and Entrepreneurship, 2015 was unveiled.

Statement 2 is incorrect. The main objective of Skill India was not merely to train youth in Information Technology. Its objective was to provide industry-relevant skills, re-skilling and up-skilling across different sectors and occupations and enhance employability.

Along with the campaign, the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was rolled out on a national scale. It included fresh skill training as well as Recognition of Prior Learning (RPL), enabling workers with existing skills but without formal certification to undergo assessment and certification.

Skill India sought to expand skill development with “Speed, Scale and Standards.” During its initial phase, the Government envisaged the broader target of providing skill training to 40.02 crore people by 2022 through various skill-development initiatives.

Current status: Skill India Mission has included programmes such as PMKVY, apprenticeships, Jan Shikshan Sansthan and ITI-based training. The Skill India Programme was subsequently restructured while continuing its focus on skill, re-skill and up-skill training.
