Detailed Solution

The formal name of the Rangnath Mishra Commission was the National Commission for Religious and Linguistic Minorities (NCRLM). It was constituted by the Government of India on 29 October 2004 and was chaired by Justice Ranganath Misra, former Chief Justice of India.

The principal task of the Commission was to suggest criteria for identifying socially and economically backward sections among religious and linguistic minorities and recommend measures for their welfare.

Its Terms of Reference specifically included—

  • identification of socially and economically backward sections among minorities,

  • measures for improving their position in education and government employment,

  • and the constitutional, legal and administrative measures required for implementing its recommendations.

The Commission was later also asked to examine the question of Scheduled Caste status for Dalit communities who had converted to Christianity or Islam.

The report of the Commission was laid in both Houses of Parliament on 18 December 2009.
