The Uttar Pradesh Cabinet approved the proposal on 29 July 2020 to establish a National Law University at Prayagraj. Subsequently, the Uttar Pradesh National Law University, Prayagraj Act, 2020 (U.P. Act No. 26 of 2020) provided the statutory basis for establishing the University.

The Act received the Governor's assent on 28 August 2020 and was published in the Uttar Pradesh Gazette on 31 August 2020. Its purpose was to establish a State Law University at Prayagraj for legal education, teaching, research and development of professional legal skills.

Prayagraj also has special significance because the principal seat of the Allahabad High Court is located there. Uttar Pradesh already had Dr. Ram Manohar Lohiya National Law University, Lucknow; the University at Prayagraj is a separate National Law University of the State.

Current status: In 2023, an amendment renamed Uttar Pradesh National Law University, Prayagraj as Dr. Rajendra Prasad National Law University, Prayagraj. The University's official website also records that it was established in 2020 and renamed in August 2023.
