भारत सरकार ने Committee on Civil Service Reforms का गठन 3 फरवरी 2004 को किया था। इसके Chairman पी. सी. होटा, पूर्व Chairman, UPSC तथा पूर्व Secretary (Personnel) थे। समिति को civil services reforms के व्यापक विषयों की जाँच और सुधार संबंधी recommendations देने का कार्य सौंपा गया था।
समिति का focus civil services को अधिक responsive, citizen-friendly, transparent, accountable और ethical बनाने पर था। इसके Terms of Reference में recruitment, performance, accountability, ethics तथा administration की effectiveness से जुड़े विषय शामिल थे।
समिति ने अपनी Report July 2004 में प्रस्तुत की। Report की covering letter 30 July 2004 की है और उसमें स्पष्ट रूप से दर्ज है कि Committee को Government of India ने 03 February 2004 को appoint किया था। इसलिए गठन वर्ष को report year से लेकर भ्रम की कोई स्थिति नहीं है—दोनों 2004 ही हैं।
Hota Committee की महत्वपूर्ण recommendations में higher civil services के entrants की age profile पर पुनर्विचार, aptitude/leadership assessment तथा civil servants में domain expertise और professional specialisation को प्रोत्साहित करने जैसे सुझाव शामिल थे। बाद में Second Administrative Reforms Commission ने भी Hota Committee, 2004 की recommendations का उल्लेख किया।
