Previous Year Question

भारतीय संविधान की Eleventh Schedule में कुल 29 विषय दिए गए हैं। यह अनुसूची Article 243G से संबंधित है और Panchayats की powers, authority और responsibilities से जुड़ी है।

Eleventh Schedule को 73वें संविधान संशोधन अधिनियम, 1992 द्वारा जोड़ा गया और यह व्यवस्था 24 अप्रैल 1993 से प्रभावी हुई। इसी संशोधन द्वारा संविधान में Part IX—The Panchayats को भी जोड़ा गया।

इन 29 विषयों में Agriculture, land improvement, minor irrigation, animal husbandry, fisheries, rural housing, drinking water, roads, rural electrification, poverty alleviation, education, health and sanitation, women and child development, public distribution system और maintenance of community assets जैसे स्थानीय विकास से जुड़े विषय शामिल हैं।

Article 243G State Legislature को Panchayats को ऐसी powers और authority देने के लिए कानून बनाने की अनुमति देता है जिससे वे institutions of self-government के रूप में कार्य कर सकें तथा economic development और social justice के लिए योजनाएँ तैयार और लागू कर सकें, विशेष रूप से Eleventh Schedule के विषयों के संबंध में।

एक उपयोगी अंतर है—Eleventh Schedule = Panchayats = 29 subjects, जबकि Twelfth Schedule = Municipalities = 18 subjects। इसलिए 29 संख्या को Panchayati Raj के साथ जोड़कर याद रखना उपयोगी है।
