D.

Correct Answer: B

Detailed Solution

Assertion (A) is correct. India has a written Constitution. Institutions of government, Fundamental Rights, Directive Principles, Union-State powers and constitutional procedures are organised in a detailed written constitutional document.

Reason (R) is also correct. The rise and growth of regional political parties in India has often reflected linguistic, cultural, economic, political or autonomy-related aspirations of particular regions. NIOS also describes regional political parties as having emerged to fulfil regional aspirations and as playing an important role in State politics.

However, (R) does not explain (A). The existence and growth of regional parties is not the reason why India has a written Constitution. The two are independent facts.

India's written Constitution relates to formally laying down institutions, powers and rights within a constitutional framework, whereas the growth of regional parties relates to India's socio-political diversity and regional aspirations.
