Detailed Solution

The Government of India established the India Meteorological Department (IMD) in 1875, with its first headquarters at Calcutta, now Kolkata.

The IMD headquarters was subsequently shifted to Shimla in 1905. At that time, Shimla was administratively important as the summer capital of British India.

The headquarters was moved to Pune in 1928. Pune continued to develop as an important centre for IMD's climatological, research and meteorological-training activities.

Finally, the headquarters was shifted to New Delhi in 1944. The official historical timeline of IMD clearly records the sequence as Calcutta 1875 → Shimla 1905 → Pune 1928 → New Delhi 1944.
