D.

Correct Answer: C

Detailed Solution

Article 241 of the Constitution of India deals with High Courts for Union Territories. It provides that Parliament may by law constitute a High Court for a Union Territory or declare any court in such territory to be a High Court for all or any of the purposes of the Constitution.

Article 241(2) further provides that, subject to such modifications or exceptions as Parliament may prescribe by law, the provisions relating to High Courts contained in Chapter V of Part VI shall apply to such a High Court.

Article 241 also preserves the power of Parliament to extend or exclude the jurisdiction of a High Court of a State to or from any Union Territory.

Therefore, the constitutional power to establish a High Court for a Union Territory rests with Parliament.
