Previous Year Question

Which of the following is not a main feature of the Indian Constitution?

A.
Written and detailed Constitution
B.
Two-tier Government
C.
Single Citizenship
D.
Universal Adult Franchise

Correct Answer: B

Detailed Solution

Among the given options, the intended answer is Two-tier Government.

The Indian Constitution is written and highly detailed. Part II of the Constitution provides for Indian citizenship for the country as a whole; it does not create separate citizenship for individual States. Similarly, Article 326 provides that elections to the Lok Sabha and State Legislative Assemblies shall be based on adult suffrage.

There is an important technical point here. India certainly has Union and State Governments under its federal structure, but describing the present constitutional system as being restricted to only two tiers is incomplete. Following the 73rd and 74th Constitutional Amendments, Panchayats and Municipalities received constitutional recognition through Part IX and Part IX-A respectively.

NCERT also explains federalism as involving two or more levels of government and discusses local government in India as the third tier.
